The Inquiry into Jockey S’manga Khumalo concluded before an appointed Inquiry Board on 10 June 2026 for the delivery of sanction following his finding of guilt.
Accordingly, the following sanction was imposed in terms of the Rules of the NHA:
Mr Khumalo’s current jockey licence is cancelled with immediate effect.
Mr Khumalo is precluded from applying for, renewing, holding, or being issued any jockey licence for a period of fifteen (15) years, commencing 23 March 2026, of which five (5) years are suspended for 15 years on the conditions as set out by the Inquiry Board, as below.
Mr Khumalo has the right of appeal.

SANCTION
1. Having found the Respondent guilty as set out above, and taking all the charges
as one for the purposes of sentence, the Inquiry Board imposes the following
sanction in terms of the NHA Rules:
1.1 Mr Khumalo's current jockey licence is cancelled with immediate effect.
1.2 Mr Khumalo is precluded from applying for, renewing, holding, or being
issued a jockey licence for a period of fifteen (15) years, commencing
on 23 March 2026, of which five (5) years are suspended for 15
years on the conditions set out in paragraph 1.3 below.
1.3 The suspended portion of the sanction in paragraph 1.2 is conditional
upon strict compliance with the following:
1.3.1 Mr Khumalo must not be found guilty of any conduct that involves
dishonesty or that brings, or is likely to bring, horse racing into
disrepute, during the operative period of the suspended portion;
1.3.2 Mr Khumalo must issue a media statement apologising for his conduct,
in a form approved by the NHA (acting reasonably) within 30 days of
date of this order;
1.3.3 Mr Khumalo must, in the media, warn all jockeys to report any approach
by any person requesting race information that is not in the public
domain, including approaches by persons believed to be involved in
unlawful or unlicensed betting activities (including, as referenced Mr
Noor Igbal);
1.3.4 Within 14 days from the date of this sanction, Mr Khumalo must
provide to the Chief Executive Officer of the NHA a written disclosure
setting out, to the best of his knowledge, all information within his
knowledge, possession or control relating to any prohibited, unlawful
or improper practices in horse racing, including any approaches made
to him or to his knowledge by bookmakers, punters or any other
persons seeking race information not in the public domain;
1.3.5 Mr Khumalo must further cooperate with any reasonable follow-up
inquiries by the NHA arising from any such disclosure. If Mr Khumalo
has no further information to disclose, he must expressly state so
under oath in writing. The suspended portion of the sanction shall not
be activated merely because Mr Khumalo has no further information;
1.3.6 The NHA shall, within a reasonable period, facilitate an opportunity for
Mr Khumalo to address jockeys in South Africa regarding the
seriousness of prohibited practices and the obligation to report any
improper approaches. Mr Khumalo must make himself available for
that purpose.
