Malaysia’s Perak Turf Club Introduces Mandatory Owner Fee to Tackle Illegal Betting Surge

In a bold and unconventional move, Malaysia’s Perak Turf Club has introduced a mandatory fee that will require horse owners to effectively pay every time their horse runs. The measure comes as the club scrambles to address a steady decline in pari-mutuel betting turnover, driven largely by the rise of illegal online gambling platforms.

Starting immediately, owners must pay an additional 1,000 ringgit (roughly USD $215) when nominating a horse to race at the Ipoh-based venue. The club has formally communicated the change to trainers licensed under the Malayan Racing Association.

While unusual, the strategy is a direct response to the growing dominance of offshore and illegal betting sites—particularly platforms like Citibet—which continue to erode turnover in the official totalisator pools. These illegal markets not only impact Malaysian racing but also siphon funds from neighboring countries such as Singapore.

By tying a financial commitment to each runner, Perak Turf Club is aiming to keep some of that wagering activity within the regulated system. In essence, the fee acts as a compulsory stake, ensuring owners contribute directly to tote liquidity.

Perak Turf Club is also in the midst of broader reforms. As one of only two race clubs still operating in Malaysia, it has been rolling out a series of ownership incentives and investing in facility upgrades to revitalize interest in the sport. These include new dining venues, family-friendly zones, and subsidized programs to encourage horse ownership. They've also done deals to include travel subsidies for purchases of horses from certain sales companies. 

A recently announced RM6 million (approx. USD $1.29 million) transformation plan will further convert the racecourse into a lifestyle destination, aimed at attracting a younger, more diverse audience. 

Whether the nomination fee initiative succeeds remains to be seen, but one thing is clear: Perak Turf Club is willing to break with tradition in an effort to survive—and thrive—in a racing landscape being reshaped by digital disruption.
