Mauritius Grade 1 cancelled

The Mauritius Turf Club Jockey Club's bid to secure a regulatory exemption for the Mauritius Derby (Group 1) has been rejected, with the Gambling Regulatory Authority (GRA) ruling that maintaining the integrity of racing and betting must take precedence over allowing the race to proceed under exceptional circumstances.

The MTCJC submitted a formal request to the GRA on 21 July 2026, seeking a specific derogation that would have allowed the Mauritius Derby, scheduled as Race 6 on the 11th race meeting on 25 July, to be run as originally planned.

After reviewing the application against the applicable Rules of Racing and the relevant provisions of the Gambling Regulatory Authority Act, the regulator declined to grant the exemption.

Integrity at the Centre of the Decision

The GRA said its assessment extended beyond the race itself, focusing instead on the wider implications for the credibility of the sport and betting operations.

In explaining its decision, the Authority said it had carefully considered "the need to preserve public confidence in the horseracing industry, maintain the requisite degree of unpredictability in racing outcomes, and protect the integrity of racing and betting operations."

That statement is particularly significant as it underlines the regulator's view that confidence in racing depends not only on fair competition, but also on consistent application of the rules governing the sport.

Minimum Stable Requirement Upheld

Central to the application was the requirement that at least three separate stables must participate in a race before betting may be offered. The race attracted only 6 runners from just 2 stables. 

The GRA described the rule as "an important regulatory safeguard," adding that it promotes transparency and strengthens public trust in racing.

Rather than creating an exception for one of Mauritius' premier races, the regulator elected to uphold the existing framework, reinforcing the principle that regulatory safeguards should remain consistent.

Commitment to Regulatory Consistency

The Authority also reaffirmed its broader commitment to protecting the credibility of the industry.

It stated that it remains firmly committed to safeguarding "the integrity of the regulatory system; safeguarding public confidence in the racing industry; and promoting sound, consistent and credible regulatory practices."

The GRA concluded that refusing the requested derogation was taken in the wider public interest and was intended to preserve confidence in the fairness, integrity and credibility of both horseracing and betting operations in Mauritius.

The decision ensures the existing regulatory standards remain intact, reinforcing the Authority's position that the long-term credibility of the sport outweighs granting exceptions, even for a Group 1 feature.
